About Jefferson County
 

Jefferson County was created on December 12, 1914, out of territory that was once part of Crook County. The county was named after Mount Jefferson, the second highest peak in Oregon with an elevation of 10,497 feet, which marks the county's western skyline. The county is bounded on the north by Wasco County, on the east by Wheeler and Crook Counties, on the south by Deschutes County, and on the west by Linn and Marion Counties. The county encompasses 1791 square miles.

Government: The Board of Commissioners meets the first, second and fourth Wednesday of each month. The Board of Commissioners provide overall administrative services for the county. The Commission consists of three Commissioners, Bill Bellamy; Mike Ahern; John Hatfield.  Jefferson County Administration offices are located at 66 SE D Street, Madras. The Assessor's office is responsible for the administration of the state property tax assessment program within the county. The property tax program provides financing for local government services approved by the voters.This office can answer your questions regarding the property tax programs, assessed valuations, property ownership and legal descriptions, as well as provide individual property and county maps.

The Community Development Department has 18 employees in offices that include Planning Services.  The Building Official and five inspectors provide construction plan review, consultation and inspections in building, plumbing, mechanical and electical to assure compliance with national and state building codes.  The county provides services to Warm Springs in the areas of plumbing and electrical.  There is one Registered Sanitarian who provides site evaluations and field inspections.  There is one Senior Planner and one Senior Planning Technician that handle the county planning issues.  Planning services handles individual land use applications, zoning review, providing the public with information on all land use issues in the unincorporated county.

The Jefferson County Commission on Children and Families is a group of volunteers who act as an advisory board to the county board of commissioners in regards to services to children and their families. The County Clerk's office manages local elections, registers voters and ensures the right to vote. The office also preserves all files and records for the county; transactions affecting title to real property, issues marriage licenses, accepts passport applications, issues dog licenses, provides many types of public information, and the clerk acts as the accountant for the county. The Oregon State University - Jefferson County Extension office provides the community an effective way to access the University's research and information on a wide range of topics. Educational programs are provided in areas of 4-H youth, agriculture, small acreages, home yards and gardens, family and community development and leadership training. Educational opportunities to meet the needs of the local public are provided through our website, workshops, seminars and newsletters.  Marvin Butler provides leadership for the overall program. The Jefferson County Fair Complex is made up of 50-plus acres located on Fairgrounds Road in the south part of Madras. Fifteen buildings and barns, situated in a park-like setting, cover just under 100,000 square feet. Managed by Sandy Forman, the fairgrounds offers several events on a year round basis, hosting over 80,000 people each year, and using the fairgrounds for approximately 80 events. For the convenience of the grounds users, 65 RV spaces with full hook ups were installed in an RV park. Major events happen every month of the year, from RV shows, travel groups, the Gem and Mineral Shows, horse shows, other horse events and rodeos, the Collage of Culture event in May and the County Fair, being the largest event held the last week in July. The County Health Department provides population-based services to all county residents in the area of communicable disease control (immunizations, TB testing, HIV counseling and testing, etc.); parent-child health (family planning, prenatal care, WIC program); and environmental health (food protection, safe drinking water, rabies control). Vital statistics, such as birth and death certificates, population reports and disease reporting are also kept by this department. Referrals to other services in the community are made, as well as educational presentations for schools and the community. Humane Society: The county subcontracts animal control services out to the High Desert Humane Society. The county animal shelter is located at 1694 SE McTaggert Road and can shelter cats and dogs until owners can be found or adopted. The County's Juvenile Department, has a staff of ten. The department is responsible for dealing with all issues involving juveniles, from delinquency to protective placement, with the goal of holding children accountable for their actions and making the community a safer place. The Public Works Director, Mike McHaney, supervises an office staff and crew of 23 workers. The public works department is responsible for maintaining the county's road system by doing road repairs and improvements, weed control, and installing traffic control signs. The Jefferson County Sheriff, Jack Jones, heads the sheriff's department, which provides law enforcement and search and rescue services to all parts of Jefferson County, including Crooked River Ranch and Camp Sherman. The dispatch center, which serves all law enforcement and public safety organizations in the county. The sheriff's office is located at it's new facility, 675 NW Cherry Lane, Madras. Tax and Treasurer: Deena Goss, and staff handle the collection and distribution of taxes for all districts within the county as well as for several other taxing entities. They are responsible for the investment of all funds, as well as investing for other entities within the county. The Treasurer's office is located at 75 SE D Street, Madras.
